The United Nations Development Programme (UNDP) Georgia would like to update its roster of professional photographers for the period of March 2010 - March 2011.

UNDP Georgia is soliciting services of professional photographers to photo document its ongoing activities and public events. UNDP Georgia will select several professional photographers for on-call assignments to provide professional photographic coverage of different UNDP-related activities.

Type of appointment: Special Service Agreement (SSA)
Contract duration: 12 Months
Application Deadline: 28 February 2010

Background information:

The United Nations Development Programme (UNDP) is implementing four large-scale programmes in Georgia in the areas of: Democratic Governance; Economic Development; Crisis Prevention and Recovery; and Environment and Energy. Furthermore, UNDP does projects in the field of HIV infection/AIDS prevention.

As part of its communications strategy, UNDP Georgia works to ensure professional and globally presentable photo coverage of its activities. UNDP-related photos go to corporate and UNDP-funded publications and are being posted on the UNDP corporate, regional and local websites.

Along with photo documenting official events and functions, UNDP Georgia is looking for the photo reports of its project activities and for the images that can illustrate its human-interest and success stories.

UNDP Georgia works with a number of local and international photographers to ensure high technical and artistic quality of its photo collections. The roster of photographers includes from 5 to 10 professionals who work with UNDP Georgia on an on-call basis. The assignments envision photo sessions in Tbilisi, as well as in the regions. Travel and accommodation expenses outside Tbilisi are fully covered by UNDP Georgia.

On certain occasions, such as designing posters, New Year cards, etc. - UNDP Georgia can be interested in purchasing an individual photo image from the collection which has not been commissioned by UNDP. In those cases, UNDP retains the right to consider offers made by photography professionals who are not part of the UNDP Georgia photographers' roster.

Overall objective: The overall objective of the assignment is to provide professional on-call photography services to the UNDP Country Office in Georgia.

Duties and responsibilities:

The Contractors will work under direct supervision of the UNDP Georgia Communications Analyst or, for certain assignments, the UN Information Officer.

The Contractors shall provide the following goods/services:

** At the request of UNDP Georgia, photo document official events and project activities, ensuring that a photo collection provides a comprehensive visual report of a photo opportunity.
** Consider travelling throughout Georgia if requested by the assignment. Travel and accommodation expenses outside Tbilisi will be fully covered by UNDP Georgia.
** Process and edit photo images, and deliver them to the Country Office recorded on a CD. Keep deadlines and time-frames set by the Country Office.
** Ensure high quality of photo materials suitable for printing, publishing and web design purposes.
** Use their own professional equipment for taking, processing and recording photos.
** Work in close co-operation with and report to the UNDP Georgia Communications Analyst or, for certain assignments, to the UN Information Officer.
** Be appropriately sensitive, keep in mind that on UNDP assignments they represent the United Nations Development Programme to the people they are photographing.
** Abide with UNDP copyright rules and regulations. Refrain from providing any photo materials taken under UNDP assignments to any media outlet, publishing agency, organization or personality.

Required qualifications and competences:

Qualifications:

** Proved professional experience - at least 5 years of practical experience in photography and/or photo journalism.
** Practical experience with photo documentary is a big asset.
** Appropriate educational background - higher education and/or professional training in photo documentary and photo journalism will be an asset.

Competences:

** Ability to interact with the large number of people, exercising appropriate sensitivity and respect to photography subjects.
** Good understanding of UNDP's values, mandate and activities in Georgia.
** Some experience with providing on-call services to international organizations will be an advantage.

Evaluation criteria:

Applicants will be evaluated against the combination of professional and financial criteria. Maximum obtainable score is 100, out of which the total score for professional criteria equals to 80 and for financial criteria - to 20. Those candidates who pass 70% of maximum obtainable scores of the professional criteria will be requested to provide financial proposals.

Education background - Higher education and/or professional training in photo documentary and photo journalism -10

Professional experience:

** At least 5 years of practical experience in photography and/or photo journalism - 50
** Practical experience with photo documentary - 50
** Portfolio - 50

Other:

** Understanding of UNDP - 20
** Experience with international organizations - 20

Proposed price - 20

Total score - 100

Deliverable:

** High quality photo collections suitable for printing, publishing and web design purposes.
** High quality photo images serving as illustration to UNDP Georgia human interest stories.
** Photo reports of UNDP Georgia official events and opportunities, as well as specific project activities.

Payment modality: Contractors will be paid per each individual assignment or per each image request from a photo collection which was not commissioned by UNDP.

Interested candidates are requested to submit the following package to the UNDP Country Office in Georgia:

1. Expression of Interest (EOI) in English or Georgian
2. Price bid in accordance to the form enclosed to this announcement
3. Statement of qualification - diplomas, certificates, references
4. Portfolio - at least 10 high resolution photos in a .jpg format. Applicants could submit their portfolios recorded on a CD or provide a link to their respective websites.
5. The UN Application Form P11 which could be downloaded from the UNDP Georgia website: http://www.undp.org.ge

The EOI and accompanying documents must be delivered no later than COB 28 February 2010 in a sealed envelope clearly labelled "Photography Service" to the UNDP Georgia office at the following address:

EOI received after the above deadline will not be considered. EOI from suppliers failing to provide the request information will be disregarded.

EOI does not entail any commitment on the part of UNDP, either financial or otherwise. UNDP reserve the right to accept or reject any or all EOI without incurring any obligation to inform the affected applicant/s of the grounds.

Consultants will be selected in accordance with the procedure set out in the UNDP Procurement Guidelines and UNDP Financial Rules and Regulations.
